Icloud file sharing

I was emailed a file that I need for a class project, and when I tried to open it through email it took me to iCloud and then it said that I no longer have access or that I don't have permission, what does that mean? Could it be something in my settings, or is it sender error?

You were shared a document that was send through mail https://support.apple.com/en-in/guide/mac-help/mchl91854a7a/10.14/mac/10.14

And the sender either locked the folder , they right clicked on the document use get info https://support.apple.com/en-in/guide/mac-help/mchlp1774/10.14/mac/10.14 , opened the small golden lock and entered their admin password and also have changed the read and write permissions https://support.apple.com/en-in/guide/mac-help/mchlp1203/10.15/mac/10.15 to no access see these article https://support.apple.com/en-in/guide/mac-help/mchlp1038/mac
