switching from wifi to cellular data

Having a problem with my iphone 11 not switching to cellular data when wifi not available and not switching back to wifi when wifi is available, seems to start since the OS 14 or 14.1 update.

In order to force the phone to switch to cellular data I have to go into settings and switch off wifi, and also if the phone go into sleep mode I have to turn off cellular data in setting, wait 5 seconds or so and turn it back on, I then have a few minutes to use the data before I have to do that again.

When near wifi I have to shut off cellular data in settings for force the phone to goto wifi, once I force the phone it will work fine with out doing anything else till I leave the wifi area.

I bought the phone in August before OS 14 came out and it was working fine before that, then after the 14 or 14.1 update the problem started.
