Airdrop doesn't work on XR

Cant get the Airdrop to work. Have turned the Airdrop function off & on for both the iPhone XR & MacBook Pro. I get a pop-up on the iPhone "No People Found" and a pop-up on the MacBook telling me to tell someone to turn on their Airdrop. I have completely turned off both the phone & computer and get the same pop-ups. Have "reset all" in settings and get the same pop-ups. They are both on, they are both on the same wifi. The HotSpot is in the "off" mode & still nothing.
