family sharing w/ Apple watch

I recently swapped my series 3 w/cellular for a series 6. I would like to use the series 3 for my Grandson with the family sharing plan, is the series 3 not compatible for this feature? If not, why not?

Set up an Apple Watch for a family member - Apple Support states:

"An Apple Watch Series 4 or later with cellular,* or Apple Watch SE with cellular, with watchOS 7 or later."

I don't have a specific answer regarding "Why Not," but I suspect hardware limitations.
