Thanks - the fastest thing for me was to leave home and force the phone away from my WiFI connection... Without selecting a network ("continue without WiFI") I was able to get past the hold-up and got the phone completely set-up. As you said, I added my Apple ID at the very end.

I had the same problem and came here for solutions.. Someone below suggested turning off the wifi and trying again. That worked. I think what was happening is that I accidentally told the new phone 12 mini to restore the backup from the icloud and that was where it got stuck in a loop because I never setup icloud and so there was no backup there. Once the wifi was off I restarted it and it gave me the option to choose the location of the backup again and I went from the backup (of my last iphone) from itunes.
