Need to change my trusted phone number for my iCloud account?

I have a phone number that is no longer in service for my trusted phone number. How do I change that if I can’t remember my password also?

iPhone SE, iOS 13

You will need account recovery -- Recover your Apple ID when you can’t reset your password - Apple Support.
