Restart Freezes, then black screen

I restarted my MacBook Pro and 75% through it seems to stop and then it goes to a black screen. There is the cursor (arrow) that can be moved around but that's it. I've tried restarting several times.

MacBook Pro 13″, macOS 10.14

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?
