how long before apple id is active

Set up a new apple id yesterday. New iPhone 12 just clocks forever as it sets up the apple id. The new phone is visible in my apple id account, but restarting doesn't help, it still clocks. The new phone DOES accept another apple id, just not the one I created yesterday. Is there a time to wait before an apple id can become active on devices?

Try shutting the phone completely off. Then restart and skip the Apple ID setup. Finish setting up the phone and then do the Apple ID setup.
