My Apple Watch series 4 won’t pair with my iPhone 11 Pro Max it says “not connected to internet” but I’m on the WiFi?!

Why won’t it pair and update?

Hoe exactly do setup WiFi on it? I’ve never had one. The only thing it says is “continue setup on iPhone”
