Downloads from iTunes aren’t downloading on iphone

So I’ll try to explain the best way I can cause this is very strange. Basically the issue is my purchases won’t show up in the music app to redownload if I have never had them downloaded to this phone. So when I go into iTunes and go into purchases and find whatever it is I’m looking. I click on the little cloud icon to redownload them all but it won’t download as in it’ll say it’s downloading and I go back into the music app to see if it’s there and it doesn’t show up at all. So it’s not like engaging to download? But when I go on my laptop and download it on there it’ll update my catalog on my phone.

Has anyone have this issue or know what I could try to help this issue?
