iphone 11 keyboard overlap

When using my phone, if I receive a text, it appears as a banner at the top of the screen, as expected. When I tap on the banner to expand the text, the screen scrolls far past my most recent message, and the keyboard overlaps in such a way that I cannot read the most recent message, nor respond to it. While typing this, I received an example Message which I will attach.

When the issue first started, resetting the phone fixed it for a short time. However, since it has started doing it again, restarting a second time did not help.

Here is an example of the message in banner as expected...

But when I tap on the message to view it in full and potentially respond to it, I get the following...

Notice the faint green messages behind the keyboard which are the most recent texts I received. I can manually scroll these messages up, as seen in this next image...

...But I still cannot type a response as there is no “text” field to type into. As soon as I release my finger from the screen it automatically recoils all the texts to the previous position.

Anytime I want to respond to a text, I am forced to return to the main iPhone Messages app, and stop whatever other thing I was doing, which can be very bothersome.
