Apple mail message size does not match

I have been experiencing an issue where the message size in apple mail does not match the outgoing message size. It seems odd that a 17mb file would create a 23mb message size with no other attachments to the email. Here's an image of the problem. See how the message size in the error message doesn't match the message size in the dialog.

This message can't be saved to the Drafts mailbox. The message goes on the say "The message contains one or more attachments that are too large to be saved in the Drafts mailbox. Try deleting some attachments." The problem is there are no attachments. This is a third party IMAP email provider and email, with attachments, works fine on the web client. It won't send or save with Apple mail. Any suggestions?

Mail Not Loading or Slow Loading Messages from iCloud I am running Apple Mail 13.4 Catalina 10.15.7 on a 2018 Mac mini. Mail is not loading Messages from my iCloud account. My Gmail account is loading fine. When Messages do load, it takes 1 to 3 minutes for images to load. In my Viewer Window, there is a box in the lower left corner that states "Moving Messages 1 of 141". It had been stuck at 1 of 141 since I've launched Mail. This issue has been ongoing for the last few days on this machine. Mail from the same account is loading with no problems on my iPhone and on my MacBook Pro with the same OS and version of Mail, so I'm thinking whatever is going on is withing this Mac mini. The Mac mini has 73 GB available on a 500 GB drive.

Can't Save a Draft in Mail after upgrading to 13.2 After upgrading to 13.2, I got the following error message in Apple Mail "The message contains one or more attachments that are too large to be saved in the Drafts mailbox. Try deleting some attachments." I wanted to share the solution that I found. I was running a third party extension with my Apple Mail app. I went to the vendor site, and they had a blog post acknowledging that the error message as a problem caused by their extension, and they had a fix. So, if you see the error, and you run extensions, go check out your extension provider in case they have a solution!

Ah ha! Thank you Tony. Knowing this 137% formula, I'm surprised that apple doesn't adjust the estimate in the message dialog box to account for MIME encoding. It would certainly be helpful when I'm composing a message to know that it will be rejected beforehand.
