so i just spent 3.99 on the 200 gb but my phone still says my storage is full and i can't even upgrade my phone and that's the only reason i bought it.

The storage you can buy is iCloud storage. It exists on a server somewhere only, and has no effect on your iPhone's local storage capacity.
If you have no space on your iPhone, then you need to delete stuff from it to make room. Local storage capacity cannot be changed.
it allows you to back up your device and store content like messages and photos in the cloud so they dont take up as much local storage, but are still buffered in and out like web pages while you view the content.
If you have a lot of photos taking up space, you can enable iCloud photos, and then optimise phone storage. All your photos will then be uploaded to iCloud, and the copies on your phone will be replaced with small previews taking up much less space.
If you already use Icloud photos, then you only need to enable optimise phone storage.
(But DON'T delete them off your phone (if you want them) because they will also be deleted from Icloud.)
You go to Settings->General->iPhone Storage, what does it say is taking up the storage exactly?
