Running Catalina 10.16.7 I am also using an iPhone 11. I recently changed my Apple ID password. Since then, I can not send text messages to non-IOS contacts. My iPhone works perfectly, but my messages to non IOS phones are not delivered when send from my mac, and when sent from my iPhone do not show up at all on the Mac.

You'll need to set up text message forwarding from the iPhone. Instructions here:
