Availability Alerts for Exposure Notification

I have been able to open and enable this app by selecting my 'Active Region'.


The last step, where I could toggle Availability Alerts is greyed out, and it says: Availability Alerts are not available because Location Services is turned off in Settings.


I have scoured Location Services, and dont see the Exposure Notification app, or anything else that might help me fix this.


How can I fully enable?

You need to turn ON Location-based Alerts and Significant Locations in Settings>Privacy>Location Services>System Services.
