iCloud Storage monthly payment?
Why is this a monthly payment? Can’t you just by the storage once and for all?

As already explained by Halliday, it is totally separate from your phone plan payment. I always tell users that it is like renting a storage locker. You pay every month for a set amount of space. The amount of space never increases and you pay the same fee every month.
No. Apple does not have a pay up front plan. You pay monthly.
Yes, payment comes out of whatever payment method you have set up in your Apple ID. If you have a credit or debt card associated with your Apple ID for purchases, Apple will hit that for payment. You can also use Apple Gift cards. I have been paying for our family’s iCloud storage from the beginning by using gift cards.
No matter what you use, it comes out automatically.
Is it connected to paying your phone plan or is it completely separate ?
Ah okay that makes a lot of sense! Sorry one more question 😅 do they take payments out automatically or how does that work?

It is completely separate.
iCloud Storage is, quite literally, renting storage space on Apple servers.
