stop photos from automatically opening

I want to stop Photos from automatically opening whenever I plug my iPhone in. I have seen in previous discussions that I need to uncheck the "Open Photos for this device" option; however, it isn't checked to begin with. Any suggestions?

I don't know if this is relevant information but my Mac is running Catalina currently.
