Apple Balance and changing regions

Hello, apparently my apple store balance has $0.36 or $0.35 Credit and I wanted to change my region but it says I’ll need to spent all my balance to change it, and I went trying to find an app that costed that much money and I couldn’t find one. I searched it up online and they say you need to contact apple ITunes to clear your balance, but I don’t know how. So please clear my balance currently in my apple store, it’s not even $1. Thank you.
