iphone Files 'app' not syncing with MacBook Pro

I'm running Mojave on macbook pro 2015. iphone 6s ios 13.6.1.

i've checked the icloud desktop & docs preference.

restarted both iphone & laptop.

none of the fixes i've found online seem to have any effect. is there someone out there who might help me figure out what's wrong and fix it?

Look for files on your Mac or PC

On your Mac, choose Go > iCloud Drive from the menu bar, or click iCloud Drive in the sidebar of a Finder window.
On iCloud.com, go to the iCloud Drive app.
On your PC with iCloud for Windows, open File Explorer, then click iCloud Drive.
