Tried three times today to install iOS 14 on the phone (is iOS 13.7) and it gets to the Installing window showing 1 minute 33 seconds remaining and then hangs.
After 5 minutes at that point I shut down the phone and have to do a restart of Mac to clear that info window.
Is this a problem with the update installer?

I would think that if you are not getting any errors, you should let it sit for more than 5 minutes before determining it's hung.
For me, the iOS 14 update from iOS 13 took quite a while.
