unable to Bluetooth pair ipad air 4 (2020) with iphone

Hello, I am unable to get my iPad Air to pair with my iPhone XR via Bluetooth. I also tried pairing my wife’s new 12 pro and had no luck. I have tried turning Bluetooth on and off and hard restart in all devices. Also deleted all other connections just in case, still no deal.
