If you are using Live Photos, there will not be a shutter sound. So, to hear the shutter you would need to turn that off. Also, if your phone is on Mute, you will not hear a shutter sound unless you are using a phone designed to be used in one of the many countries that do not allow for the shutter sound to be muted. You also need to have the the volume turned up a bit.

If you have your iPhone on Mute, with the Mute switch on the side of the device and are not in a location where silencing the shutter is prohibited, then it will be silent. There is no other setting on the iPhone for the shutter sound. The amount of sound would be controlled by the volume on the iPhone.
Force Restart worked for me - the shutter sound was abnormally loud for Portrait Mode. Force Restart made it normal again.
Okay, you had not indicated you were using Live Photos. Also, check Camera in Settings to see if you have Preserve Settings turned on. What that will do is keep the last setting that you used to take a photo when you close camera. So, if you do not wish to always use Live Photo or any of the other settings, make sure you have turned them off before you close the camera, or at least check all settings when you open camera to take a photo. Glad you got it sorted.

Regarding accessability; If user only has one arm, is there an easier way to mute the iPhone one handed? Taking the screenshot below still sounds the camera shutter which is contrary to user expectations..
If the iPhone is on Mute and you still hear a shutter sound when you take a photo, then it would seem your iPhone is designed to be used in one of the many countries that does not allow the shutter sound to be muted. Nothing you can do about that.
You're welcome. I never said there was a law for everyone, however in many countries there are laws about the shutter sound, no matter what is using it. If you are not in a country that disallows it, then putting the phone on Mute will also mute the screenshot shutter sound. The sound is not a bug.
The icon that you displayed comes from the Control Center. That volume control is not the volume for the ringer, but for other sounds. If you use the Accessibility setting AssistiveTouch, check to see if Mute is one of the settings you can use for one of the programmable settings for the button. If it is, then you can set and use that to mute the phone.
It makes no difference wether the mute button is on or off, volume up or down there is no shutter sound and no obvious way of turning it on.
I have restarted the phone twice, each time the shutter sounds for one photo then no longer sounds for subsequent photos.
Problem solved. In the camera app turn off “live photo” and the shutter sound is turned on!
Anyone having issues where you take a picture and it makes the “shutter” sound as if your taking multiple pictures instead of the regular shutter sound?
There are no laws that mandate notifying everyone in my immediate vaccinity that I just took a screenshot however. Using the screenshot tool has no physical relationship to the device camera.. ;)
While it sounds like there may not be no ideal fix, I now have a slightly better understanding of this particular bugbear.. Thanks Chris..
