Iphoto errors and local copies not working

Recently (say the last few weeks) I've been having a lot of difficulty with Photos not loading photos and videos. I'm assuming that the full file is stored in iCloud. Upstream syncing has always been dodgy since our upload speeds are so slow, but our download speeds are very high (40+). I don't have any storage issues on cloud or local drive. I'll click to look at a video or file, or try to export and it just won't happen.

The last week I've been trying to create more shared albums. When trying to share them, I often get no results (just an empty album), sometimes I'll get a vague error ("There was a problem adding photos to this album" or something like that.) Today I tried a different approach and got a very specific error (see below). I'm not terribly sharp when it comes to code but it is clearly saying that it can't make the resource locally available (i.e. download it).

Is iCloud having issues? Is there a way to get past these problems? Thanks.

How is dropbox backing it up to the cloud any different than Time Machine.

I ran a repair on the database and the issue still remains.

I'm not referencing a file that is in the dropbox cloud, it's on the hard drive, just in a folder backed up by DB. I've been using the set up this way for years without any problem. If I'm not understanding something, I'd love clarification, but this doesn't sound like the issue.

Hi - to help understand what is going on, please can you answer the following...

  • What version of MacOS are you on.
  • Has this just started for no apparent reason, or have you upgraded MacOS or changed machine? or some other event?
  • Where is the library stored (System drive or external drive)? If external - what is the format of the drive?
  • Is the library on a network drive or in some sort of cloud storage (EG Dropbox or NAS)?
  • Have you used any apps to remove duplicates, if so, which?
  • Do you use Icloud to sync photos?
  • If so, do you have optimise local storage set?

This mainly relates to bidirectional sync. But I suspect there is also a problem with dropbox opening database files to copy to the cloud while Photos needs access to the file stopping it from being updated correctly.

I'm not an expert in the technical detail - but I know it is not recommended by apple. There are also indications that catalina has become more picky about how photos libraries are stored.
