AppleID/iCloud Terms & conditions problem

I keep getting a notification that I need to review and accept the New ICloud Terms and Conditions, on my MacBook Pro.

When I click on the notification, Systems Preferences opens.

I click on the Terms and Conditions and nothing happens.


If I close Systems Preferences, the same notification pops up again later, and again... ad nauseam.

MacBook Pro 15″, macOS 10.15

Please try restarting your Mac: Mac startup key combinations


Once you've restarted, try connecting to a different Wi-Fi network, and see if you can access the terms and conditions now.
