new icloud terms & conditions notification wont go away??

2018 macbook pro running most recent version Monterey 12.4:

New icloud terms and conditions notification wont go away no matter how many times I go scroll all the way thru then click accept and pops right back up when your done? Any ideas on how to get rid of this are greatly appreciated.

Troubleshooting Open Window:

A. Start with Safe Mode:

Boot in Safe Mode seeing if you no longer get this error. Wait 30 seconds, then restart, logging in normally: How to Use Safe Mode on your Mac - Apple Support


B. Single-Out this User:

Create another Administrator user (if accessible), logging into it, seeing if you get this error. If not, then is its a misconfiguration on your current user. If so, then it is an issue with your macOS, and you must reinstall the macOS. This is for troubleshooting. So, trash this user when no longer needed.  Go Here: Set Up Users, Guests, and Groups on Mac - Apple Support


C. Remove Login Items:

What happens when you view login items? If items exist, then remove all.  Go Here: Open Items Automatically when you Log In on Mac - Apple Support
