Work out data is not being read my activity rings

My new watch is setup per Apple's Support webpages, and worked great until the last OS update. Since the update, the Activity app isn't receiving the information from the Workout app. Example: I go for 45 minute to 1 hour brisk walks, up and down hills with a heart rate between 120 and 140. When I'm done the Exercise ring in the Activity app only shows I exercised for 10 minutes. My husband's watch shows that he exercised for 45 min to 1 hour (we're on the same walk).

To earn 1 minute of exercise credit(green ring);

Travel a full minute at a brisk walking pace(3.3 mph approx or 18 min per mile) or above.

Raise your heart rate to approx 75% of your maximum.

When you're at around or above this heart rate and speed for the entire

minute you'll receive 1 exercise minute credit.

If you pause or slow down during this minute then you won't get any

exercise credit for that minute.

Thank you, but I've already read all this documentation.

It looks like this question has actually existed for years (2015) but from what I can tell no one has ever effectively answered it.

It comes down to: "How does the apple watch translate data from the Workout app to the Exercise Ring?"

Saying "a brisk walk" doesn't cut it. When you do an outdoor walk at a good pace with high heart rate for an hour and get credit for 4 minutes in the exercise ring--- it does not compute.

Here's the old apple thread that the originator appears to have eventually given up on:
