Can't change security questions
I've forgotten the answers to my security questions, and according to Apple Support, I need to go to iforgot.apple.com. I went there, entered my Apple ID, and then it asked me for what I wanted to do, so I clicked on the radio button for "I forgot my security questions", then I had to enter my password. After that, it didn't ask me any more questions like I expected it to, it just showed a page saying "Not sufficient information to change security questions".
I want to change my security questions because I have forgotten them, and I'm afraid if I can't answer them, then I can't use features like two-factor authentication in the future. Has anybody else seen this issue, and do you think you have a solution?

P.S. I just want to mention that I don't have any Apple devices at all yet, but I will in the future. Also if it helps, I was using the latest Firefox on the latest Linux Mint 20 when I encountered this problem. It occurred both in InPrivate mode and in regular browsing.
