I was hoping to use my Apple ID balance to purchase a desktop AND have a friend use his Apple Employee Discount. Any ideas how to use the balance to do so? Can't buy a gift card with a gift card which is how the Apple Id was funded.
You cannot. Your friend would have to buy it and pay for it themselves to get their discount. You’d have to pay them back when they give the device to you. But you cannot use someone else’s discount and pay with your account. Any discounts will only be available when the purchase and payment are done using the AppleID of the person eligible for the discount.

I have a number of small denomination Apple Gift Cards and more than 8 would be needed for a purchase. Can I give my friend these to add to their Apple ID so that they can use those funds to make the purchase?
My friend has never had an Apple ID balance and is unsure that it could be applied since their employee login is separate from their personal Apple ID.

They can do that because the person with the ID balance and the person with the discount are the same person. The question above involved two people. One with the balance and one with the discount.
You can give them the gift cards. They would need to redeem them to their personal ID.
