Apple Intelligence is now available on iPhone, iPad, and Mac!
I’m trying to add cities which are on the official list to my World Clock, but can’t get them to add. I’ve tried both typing the city into the search field and selecting it from there, and I’ve tried scrolling through the list and selecting from there, but neither work. (And, yes, I’m using the latest versions of all software.)
Anyone else encountering this or have any advice how to fix it?

The problem now is I can’t find the Clock app in the App Store, which is the suggestion in the link you provided above: go to App Store, find the app, then click on App Support. Even when I call up the list of apps within my account, I see no reference to the Clock. I tried to find Reminders (another pre-installed app) using this method, and couldn’t find it either. So I see no way of contacting support if the app isn’t even listed.
No, I’m referring to the clock which comes pre-loaded as part of iOS, which looks like this on the Home Screen and within the app itself:

Shouldn't be it solved, if, as I can see, your iPad is Wifi only, try to move/connect your iPad to a different wifi network far from your house, and try again.

If that happens using World Clock app only, I'd suggest that you contact their support/developer team and ask them:--> How to contact an app developer - Apple Support

I simply choose the listed city which is in my time zone. You'll get the correct time and date.
Actually I did not mark it as solved, and I’m trying to figure out how to remove that status.
No worries. The important thing, for me, is that you can solve the problem, nothing else.
Let me know how it goes, when you can connect your iPad to a different Wifi Network.
