iPhone recording my calls and camera/video

I notice that both the amber and green light on top right corner of my phone TURNED ON while I'm on a call and/or a video chat. I did some research online. This lead me to Settings/Privacy, and then Microphone and Camera. Here I restricted all Apps that had access to my microphone and camera. This did NOT resolve the issue. Then I deleted half of my Apps. Still issue not resolved.. Then I turned off Siri and all Siri Suggestion for ALL Apps. And still the issue remains.

Is there somewhere else in the settings that can help track down what and how is recording ALL of my phone conversations and video chats??
