Cellular data consumption- on deactivated apps

Hello, I am noticing cellular data consumption on apps that are turned off in the cellular data menu. This is happening for what appears to be all apps despite their status of being allowed or denied access to the cellular network.


I am using an iPhone X with iOS 14.1


Has anyone else encountered this issue and know of a fix?

Have you tried to turn your "wifi assist" option OFF?
