Would this be removal of a VPN App - or a manually created VPN configuration?
A VPN App can be removed in precisely the same way as any other App - and in so doing the associated profile will also be removed.
A manually created VPN configuration can be easily removed from iPad Settings:
Settings > VPN > [VPN Profile] - tap the “i” icon, then select Delete VPN
