The twitch app is not affected by screen time or downtime. I have set it to half an hour a day but the screen time does not block the app. During downtime, if the app is opened it is grayed out for a second but then it opens normally.
Why is this? Are there other apps that are not blocked like this?

Thanks for the reply and those additional details! So you have downtime set to block all apps when the time limit is reached, but Twitch seems to continue operating once the limit is reached on your Mac, correct? You mentioned downtime is set to block all apps; have you found this happens with other apps, or only Twitch?
It might help to try setting up a temporary administrator account and then sign in there to see if you can replicate the same behavior with Twitch and Screen Time. Here's how to Set up users, guests, and groups on Mac.
Let us know how downtime works with other apps, and what happens in the test administrator account. That will help get to the bottom of what might be happening.

Which iOS version are you using?
Is this happening on your own device, or are you managing a child's device using Screen Time and Family Sharing? Set up Screen Time for a family member on iPhone
Also, can you confirm how you've set the downtime? Have you checked Settings > Screen Time > Always Allowed to see if Twitch might be listed there?

I am using a MacBook Pro (13-inch, 2020, Two Thunderbolt 3 ports) and running Version 10.15.6.
The twitch app is not on always allowed and downtime is set to block all apps.

Sorry for the late response.
I have downtime set to block all apps at 11:30 pm. All other apps are blocked. If I open Twitch during downtime, the icon on the deck appears greyed out for a second then opens normally. No other apps are acting like this.
I tried your idea of setting up another account, and the same thing happened.

Thanks for testing that out in a new user. Try running a quick repair on your startup disk with these steps: Repair a storage device in Disk Utility on Mac. This could help since the issue appears to happen system-wide.
