If i am using an app that falls under entertainment for example, but it is allowed always in the settings. Does it take down screen time on the entertainment category?

I mean take down time in the category. Like if I were to have a set limit for like 2 hours on entertainment if I were to use a app that had been allowed always but it’s still under the category of entertainment. would it take down the time that I am allowed to use other apps in the category of entertainment.
