iCloud Safari iOS & macOS synch clearing cookies, website data & history issue

I always close & clear website data & cookies & history on my MacBook Pro AND iPhone 8 Plus. Why does these websites show up on my phone when everything is already closed & cleared? The MacBook Pro with the cloud at the bottom of this screenshot. This shows up after clearing & deleting everything from my MacBook Pro & closing safari & shutting down my MacBook Pro.

I have already swiped and selected close on the websites showing the MacBook Pro on my iPhone under the cloud icon & close the safari app & clear website data, cookies & history & then open it back up & they still show up.
