My phone was stolen now I recieve false messages

back in January and in the last few months I keep getting messages saying it has been found and the messages read from a source and phone number not apple like this

Your lost iPhone has been found please sign in to iCloud.

at this point I go to my computer and sign into iCloud not from the message and My phone does not show up on he map so I know these messages are false.

I report them to apple at the abuse and phishing links but they keep happening- why bother giving us a link to report scams and abuse and phishing if they do nothing about the continued abuse of sending me false reports of my missing phone.?????
