AirPods only work independently but not together

So I just bought AirPods, and they will not work properly with my iPhone and iPad, but they work fine with my Surface Pro Laptop. With the iPhone and iPad, only one AirPod will connect at a time, but they both connect with my laptop. I have tried resetting the AirPods (until the white light flashes amber), and I have tried resetting the network settings on my phone. I have an iPhone 11 Pro Max, and these are Gen 2 AirPods. Help!

We understand that your AirPods work as expected with your Surface Pro Laptop, but when used with your iPhone and iPad, only one AirPod is connecting at at time. We would recommend taking a look at the following support article to address the issues with one AirPod not working:
