Creating a new Apple ID on my old ipad after deleting all the data and create as new

I purchased a new ipad. On my old ipad I backed up all data to the itune, then I deleted all the data from my old ipad. I restored my new ipad with data from my old ipad from itune.

On my old ipad I want to create it as new. I followed all the instructions on my old ipad, including a new Apple ID, security questions and Passcode. When I came to the part where I needed to agree on "Terms and Conditions" a window popped up indicating the following: "Could Not Create Account Your account cannot be created at this time". I want to give the old ipad to my son so that he can use without interfering with my new ipad and my ipone.

Apple ID - Could Not Create or Could Not Set Up iCloud message.    


 Do you have access to another WiFi network where you can try? That has worked for several people.


Try a restart.


Restart your iPhone, iPad, or iPod touch         


Try a forced restart.


Reset Device.      


If necessary


Another possibility


Create a new ID (if necessary) and sign into iCloud using the same Apple ID on another Apple device/computer. You should then be able to sign in.


The maximum number of free accounts have been activated


Or contact Apple ID Support.  See the Apple Support articles below for contact information.

Get Support          Work through the screens to get a chat option. You may have to pick a slightly different problem.
