How to turn off Headphone Safety on iPhone

Apple recently updated a Support Article on this topic. Actually, this came with iOS 14.4.
Turn headphone notifications on or off
You can also turn on Reduce Loud Sounds to automatically lower your headphone volume when it exceeds your set decibel level.
*Due to regulations and safety standards, headphone notifications can't be turned off in certain countries or regions.
This indicates the assertion the option to turn this setting off is not correct. It does appear that in some countries and regions the setting cannot be turned off.
Did you buy your phone in a region or list your region in your phone as one which would prevent you from turning this setting off?

Had you actually read past the first post of this 67 page thread, you'd have seen the solution you have found has been shared many many times, including this link which you would have been able to read from Apple --> Set up and listen to Bluetooth devices on iPhone - Apple Support
FINALLY FIGURED IT OUT!!!
STEP 1: OPEN HEALTH APP
STEP 2: UNDER BROWSE TAB CLICK HEARING
STEP 3: SCROLL DOWN TO HEADPHONE AUDIO LEVELS (but you can click the two above for the same menu)
STEP 4: SCROLL DOWN AND CLICK SHOW ALL DATA
STEP 5: ONCE OPENED (you should see a list of recorded data) CLICK ON EDIT TOP RIGHT HAND CORNER
STEP 6: SELECT DELETE ALL
once you do the delete all you should be allowed back to your normal hearing. Hope this helps as it did me.
You can’t disable it in EU.
Go to settings. In the search bar type headphones safety and there you can adjust the decibels. Easy.
Woo Hoo, IOS 14.4 in the US lets you classify most bluetooth devices for things other than headphones. I have two different headphones now classified as speakers and they work great!
Upgrade to 14.4 and set the device to something other than headphones
Tell Apple how you feel. No one here works for Apple or has anything to do with this.

If you are in the US you should have a toggle. If you are in the EU it may never appear.
Assuming you purchased it in the US and using it there you should call Apple and ask for a Tier 2 specialist to determine why you do not have the toggle.
They have given you the option in 14.4 bluetooth settings
Go to your Bluetooth settings and for each device click the I button and reclassify the device from being headphones
This is what I did:
settings—>screen time—>content privacy and restriction
turn it off and restrict what you want
Settings > Bluetooth > (Blue circle) i > Change it from headphone to another option.
