I cannot access photos on my Macbook like I can from my iPad and iPhone. For example, if I want to upload a photo to Facebook, it is not possible.
Attempted to designate a System Photo Library, but when I open Photos and the general preferences, "use as system photo library" is faded and not selectable.

If the 'Use System Library' is greyed out, it means that the library you have open IS the current system library.
Unlike iPhotos, Photos does not allow you to share with Facebook. You'll need to export the photos to your desktop and then FROM your Facebook page select the photos you have exported and upload them to Facebook. To be honest, its quicker to do it the way you are currently doing and share from your iPad or iPhone.

It helps to open your optimised library in Photos and to view the photos you want to upload to Facebook enlarged to force a download from iCloud., before you try to upload to Facebook. Then you should be seeing them in the Media Browser.
I like iCloud to keep my devices in sync, but I avoid "optimise Storage". It makes it hard to use the photos in other applications, and makes it even harder to keep a backup.
You can access your photos from Facebook via your browser as shown in this screenshot:
You just need to get to the page in Facebook where it asks you to select the photos to import.
Thats certainly quicker than my approach! Although not all of the photos are showing - is that because I have my library set to Optimise?
