Cellular update Failed- Need help

I'm getting the "Cellular Update Failed" message. I've tried restarting, a hard restart, turning wifi on/off, airplane mode on/off, resetting network settings, and resetting All Settings, and I've tried removing and then replacing the SIM Card with no success. In settings my "Celluar" button just says "Error" and I don't get any choices when select Cellular. I'm running the latest version for a iphone 7 , 14.2 software version with 96GB avaiable in storage. Under Network it says "Not Aviable". - Help if you can.Thanks
