iPhone won’t send verification code

So my other phone updated and it’s asking for a verification code. I put in my phone number for this phone, not the updated one, to be clear. It would not send me the code. I restarted my phone. It still would not send me the code. So I put in my moms number, and it wouldn’t send it to her either. I also tried calling both of our numbers. So now I’m just stuck on this page.

If you can't receive a verification code on your trusted devices automatically, you can get one from Settings, even if your device is offline. From your iPhone, iPad, or iPod touch: In iOS 10.3 or later: ... Tap Password & Security > Get Verification Code.
