imessage not syncing across 4 devices

I have a MacBook Pro, an iPhone X, a fifth generation iPad and an iWatch 5. I am using the same Apple ID on all devices. I find I get all the messages on all of the devices but when I go to delete a message I have to do it on all four devices separately. I have handoff checked and all of my operating systems are up-to-date. I have searched on the web and all the various discussions about iMessage and tried all of them. Any new suggestions would me welcome.

I have this as on, except for my Mac, which I purposefully have off to retain the messages forever without crushing iCloud, but I find SMS and other iMessages still don't synch properly.

On your iPhone, go to Settings>Messages>Text Message Forwarding and make sure that all of your other devices are connected. they are not, connect them. If they are and you're still having issues, sign out of iMessage on all devices. Sign back in on the iPhone. When it has activated, sign back in on your other devices. Then, go back to Settings>Messages>Text Message Forwarding and reconnect your iPad.
