Saving pictures locally

I want to download my pictures/video to my iPad and the delete them from iCloud retaining them only on mini iPad. How do I do this?

Combining photo libraries I have a 40k Icloud photo library which I am currently restoring to my new M2 macbook air. Save is greyed out when transferring photos to hard drive from ipad trying to save photos from ipad to external hard drive using the Lightning USB camera adapter. When I select the photos and try to save them to my hard drive the save button is greyed out. How can I save my photos.
