If you are currently syncing using I cloud, you need to turn off Icloud photos on your mac. Photos preferences>Icloud.
Then I suggest you make a backup of your phone - it will be the only holder of your photographs, and if you value them you need to have them backed up. (If it were me, I'd enable iCloud backup on your phone, AND take a regular backup to your Mac as well. You can encrypt the backup on the mac if you want to be absolutely certain no-one can get at it.
Once you have your phone backed up, the safest way to get rid of the photos on your mac is to delete the library. (Look in Photos preferences to find out where your library is - probably in your pictures folder).
BUT before you do - make sure you have all the photos you want on your phone and in your phone backups. When you delete the library on your mac it is gone.
