Error Downloading
Apple's system status page says they've fixed the Big Sur downloading problem, but I still get an error when downloading. I've already tried restarting. Is it actually fixed?

Apple's servers are overloaded. https://www.apple.com/support/systemstatus/ indicated they are up and running, but they are still overloaded nonetheless
You'll unfortunately have to keep trying.
I'm going through the same frustration.

Nope, this is still a problem. The installer is trying to download this file for me:
The /private/var/log/install.log file shows a 403 error. Mine just started downloading, but then stopped again. The 403 error pops up when I try to copy/paste this URL into the web browser. That's the issue, I'm pretty sure. Apple needs to fix this.
I'll also send a message to their Twitter feed. Very annoying.
all three of my systems are now downloading , one finished in 15 min and is installing the other two are running slow and says a bout an hour left
Update: The servers seem to be at a normal status now as I have just updated to Big Sur and seemingly other people can too.
