Note Apple has published a support document for those of you having install/boot issues with 2013-2014 13" MacBook Pros:
installation went fine but somtimes my macbook pro restarts twice after a restart and sometimes becomes unresponsive
I've had the same thing. Apple told me to get it repaired at my own cost. Very unimpressed, since it was the Big Sur update that bricked my MacBook, not my fault at all.
I paid for an authorized Apple to install the Catalina, because I tried everything at home, pressing the keys and still on the black screen, damm apple, I need my money back

This also worked for me - definitely worth giving a go.
I updated my 2013 MacBook and days later it would not turn on. Logic board was gone. Major repair for something Apple did to my laptop.

This issue is also affecting my MacBook Pro (13-inch Retina Late 2013) with Intel Core i7-4558U @ 2.80 GHz and 8 GB of RAM. However, it only happens when my MacBook Pro is connected to my Apple Thunderbolt Display and I boot it up. Black screen.
If the Apple Thunderbolt Display is not connected, it boots normally and works fine. If I connect the display after it boots up, it works fine. The issue only emerges when the Apple Thunderbolt Display is connected to my MacBook Pro and it tries to boot up (or restart with the display attached).
So, the Apple Thunderbolt Display causes the issue for me when it's connected to my Late 2013 13-inch MacBook Pro. Otherwise working fine here.
