Singing into iCloud without transferring all data?
I have a lot of unorganized junk in my pictures, notes, contacts, etc.
Is there a way to sign into iCloud on my new phone without transferring all that data?
iPhone 8 Plus, iOS 14

Don’t restore an iCloud backup and don’t turn on any of those apps in Settings>Your Name>iCloud>Apps using iCloud. Bear mind, if you do that, you are starting all over again with regard to contacts, notes and photos. If you want to keep your purchased apps, music, movies, videos, books, etc, you can always download those items again for free in the respective iStores on your phone.
