Tracfone will not support wifi calling on my SE phone.

That's unfortunate, but this also has NOTHING to do with Apple or iPhone. If you aren't happy with Tracfone, choose another cellular provider who does offer Wifi Calling.

If you go looking for another carrier, you should be aware that most MVNOs (carriers that resell other carrier’s networks, such as TracFone) subcontract their network management and customer support to Tracfone. Examples of other MVNOs are StraightTalk, Boost and MetroPCS. The only nationwide independent carriers in the US are Verizon, AT&T, T-Mobile and Sprint. And soon T-Mobile and Sprint will be the same carrier. There are a few independent regional carriers (Cellular One, for example) that cover mostly rural areas and contract with the major carriers for coverage outside of their area. These are generally OK.

That's ridiculous. You were told WRONG. Apple has absolutely NOTHING to do with Wifi calling. Tracfone costs less for a reason. They have crappy service and crappy customer support. There's an old saying.........."you get what you pay for."

There is nothing we can do about the fact that you're using a third rate discount carrier and getting lousy customer service from them... That's pretty much to be expected. There is a reason they can keep their rates low...

Switch to a decent cellular carrier.

They're just trying to pass be buck. They either don't have a clue or they simply don't want to bother supporting their customers. Possibly both.

That’s nonsense. Wi-Fi calling works on my phones with at&t, and I’ve seen no pattern of complaints in the forum with other carriers. If there’s a feature problem that affects a carrier or an iOS version there will be thousands of posts about it.
