Unable to change cities in World Clock widget Big Sur
Maybe I'm missing something, but I don't see how you add or remove cities in the World Clock widget in Big Sur.

Hi, in case you didn't find an answer yet, cities can be edited in the Mac Big Sur widget. It takes some right-clicking (ctrl-click).
Open Notifications, scroll to the Clock widget, and right-click on it. Then choose Edit "Clock" and right-click on a city name. This brings up a searchable list of all available cities.
All four cities can be changed, but it does look like it's limited to four cities total. Hope that helps! I always trying right-clicking when I get stuck :)

I think the confusion can be cleared up if you understand that the widget can only show four cities. You cannot add or remove cities--only change existing ones.
Here are some steps for changing a city in the World Clock widget.
1. Go to the widget and click on the Edit Widgets button on the bottom of the column of widgets.
2. From there, click on the Clock (World Clock) widget to edit it.
3. Click on the city that you want to change from the list of four cities.
4. Type in the new city that you want then click on the city name from the list to select it.
5. Click on the Done button when finished.
Not all cities are listed. For example, I tried to enter Chesapeake, Virginia, but it did not show up, so I typed in Washington, D.C. because I know it is in the same timezone.

Open notification center, then click 'edit widgets' at the bottom, click on the World Clock widget, which will flip over. Click on the orange city name you want to change, and you'll see a list of available cities (of course not all the cities in the world are in the list...) and type/click on the city you want to change the clock into. That's all folks.
Hi, did you try right-clicking? I had to right-click (ctrl-click) on the clock widget, then right-click again on one of the 4 city names. That brings up a searchable list of cities. I was able to change all 4 cities.

I just installed Big Sur. Same problem...I thought. It just works differently. When you are in edit widget mode, "control-click" the name of the city and the drop-down appears. Not as well organized as it used in terms of same name cities in different countries, but I had success. If you want more than 2-4 cities, you add more "world clock" widgets and then configure the names of the citeis the same way as before. the new widget just stacks underneath the first one. I ilked the way I had it before with around 10 cities running horizontal and then another row underneath. I assume some programmer that likes things the way they like it did it this way now.
TO CHANGE THE WORLD CLOCK TIMES ON YOUR BIG SUR WIDGET:
1) Two-finger-click on widget.
2) Choose 'Edit Clock'
3) Click directly on the name of a city you want to replace.
4) Type in the text box the name of the city you want displayed on your widget.
5) Click on the city you want when it appears.

Once Edit Clocks is open, I click on the cities (simple and double) and nothing happens. Also the Done button on the right top corner does not work. The only way I can exit the edit mode of the clock, is by clicking outside of it. Edit: After restarting the computer, it works fine.

I had the same issue. Make sure you're editing the widgets first, then click on the clock face, which will rotate the widget to show the list. Clicking on the name of the city should bring up a pop-up where you can search to a new city to replace the one you clicked on. I had to try this a few times for me to get to this editing feature. Seems a little buggy.

Ok, I even faced this issue. Whenever I used to open the side widgets and click on edit, I was unable to edit the World clock. There is no proper User experience to edit the clocks.
Then later I saw that we don't have to go to the edit section of the whole widget but instead, before that when the world clock is visible, it shows the 'i' icon on the top-right side of the World clock widget. We just have to click it and add our time zones.
Actually, just control click on the widget and choose "Edit Clock".
edit: I guess either one is easy.
Double click on the city and the list will pop up. It was hard for me too.
Double clicking on the orange letters does indeed allow city choice. Now if the clocks would only tell you if it is AM or PM... Light or dark face doesn't doesn't do it for me. Finding a third-party solution like Menu World Time more useful this way.
Limiting to the four cities Apple chooses is very...un-Apple like. I always expect more from them...
You aren't limited to those. Not sure why in the five pages of discussion you haven't figured out how to change them. It seemed pretty obvious to me. Edit the Widget, Click the city, change to what you want, done.
